 Ohio’s own FY2024 DODD annual report said families reported that pandemic-era paid-family-caregiver flexibilities were “invaluable,” and DODD made important family-provider options permanent beginning January 1, 2024. 

Then, barely two years later, lawmakers considered a proposal broad enough to eliminate Medicaid payment to an extensive range of relatives. The proposal generated substantial testimony about access consequences and was ultimately removed. 

That history makes one data question almost unavoidable:

How much of Ohio’s actual HCBS delivery capacity is currently being supplied by paid relatives—and what would happen to those hours if they disappeared?
